I am a warrior, and I have this shield. Is it worth putting up Tactics for the defense, or putting up stuff for the other stats too?

Strength and the weapon requirement are pretty easy to get and you will most likely have them eventually anyways, but Tactics is only worth putting up if you plan on using the skills. Unless you are using the skills in the attribute, it isn't worth bringing up.
